Dr. Teodoro J. Herbosa is a Filipino physician and public health leader.

He served as the Secretary of the Department of Health from June 5, 2023, to July 13, 2026, after previously serving as DOH Undersecretary from 2010 to 2015. During his first DOH stint, he helped push Universal Health Coverage, helped pass health taxes, modernized public hospitals through Health Facilities Enhancement Funds and PPPs, and led the National eHealth Strategic Framework.

Dr. Herbosa was the President of the 78th World Health Assembly in 2025-26. The only Filipino to ever hold that position. A UP (The University of the Philippines) graduate, he earned his BS in Biology from UP Diliman and MD from UP Manila, with additional training from the University of Geneva and Tel Aviv University. He was Executive Vice President of the UP System from 2017 to 2021 and Special Adviser to the National Task Force Against COVID-19.

Dr. Herbosa is a trauma surgeon and disaster medicine expert who pioneered UP’s Fellowship in Trauma Surgery and Residency in Emergency Medicine.
